On Wednesday 25 February 2026 the Safeguard-DH project has organized its first community engagement panel in Novi Sad. The panel was organized in the Youth Digital Centre (DOC) in the city centre, thanks to the support and partnership with the Novi Sad City Library.
The project’s consortia team members Tamara Zavišić, Andrija Sagić, and Bogdan Trifunović, introduced the project and its objectives, presented the results of the Safeguard-DH Survey conducted in December 2025 and engaged the audience with a somewhat provocative topic “Cultural Heritage and AI: individual enthusiasm and collective (ir)responsibility”.
This topic opened a fruitful discussion about the uneven AI development in Serbia in terms of its adoption among individuals and regulation of its usage by organizations such as cultural institutions, involving the audience, which represented members from the cultural institutions, IT sector, NGOs and citizens.
After almost 90 minutes of team presentations and debates with the audience, the participants concluded that there is an urgent need of greater involvement of general community, professional groups, and stakeholders in Serbia in dealing with the question of AI usage in an regulated, transparent, and ethical means. This will not be possible without necessary initiatives, such as Safeguard-DH, which will help in starting the process of informing the stakeholders and general audience. But the overall reach of such initiatives will produce visible changes and results only with the wider support and active engagement of all stakeholders.
The Safeguard-DH project is thankful to the Novi Sad City Library and its director Aleksandar Jokanović for their support. Safeguard-DH will organize its next panel in April, in the city of Čačak, which will be announced in due course.

Opis panela
Konzorcijum organizacija projekta Safeguard-DH: Responsible Digitalization and Ethical Governance for AI Futures in Digital Heritage (Odgovorna digitalizacija i etičko upravljanje za buduće korišćenje veštačke inteligencije u digitalnom nasleđu) organizuje javni panel o odgovornoj digitalizaciji i etičkom upravljanju digitalnog kulturnog nasleđa u doba sveprisutnije veštačke inteligencije (AI). Kada se AI sistemi, kao što su tehnologije mašinskog učenja, velikih jezičkih modela (LLM), generativne AI i slično, koriste u digitalizaciji za obradu građe, klasifikaciju ili preporuke, oni ne deluju neutralno. Zato je osnovna ideja SAFEGUARD-DH projekta da se odgovornost ne dodaje naknadno, već da se ugradi u same procese upravljanja digitalnim nasleđem, što će se kroz održavanje panela prezentovati široj javnosti.
U fokusu panela biće pitanja etike i prava veštačke inteligencije u digitalizaciji pre svega kulturnog nasleđa, ali će se omogućiti i diskusija o drugim važnim aspektima digitalizacije kao skupa odluka koje imaju dugoročne posledice na načine kako se kultura pamti, tumači i prenosi. Javni panel će omogućiti zainteresovanim stranama prostor za diskusiju o etičkoj upotrebi veštačke inteligencije u digitalizaciji i digitalnoj transformaciji organizacija u Srbiji, sa osloncem na pravo, etiku i institucionalnu praksu. Neka od osnovnih pitanja koja ćemo da postavimo su gde nastaju rizici u korišćenju AI, ko donosi odluke, kako se uključuju zajednice, kako se odgovornost raspodeljuje unutar institucija u cilju veće efikasnosti i transparentnosti procesa.

The Safeguard-DH project recently analyzed its ethical AI usage survey, uncovering a phenomenon described as the "Two Speeds of AI" within Serbia’s cultural heritage sector. This concept highlights the friction between rapid personal experimentation and lagging institutional governance.
The "Fast Speed" is defined by widespread individual adoption. Approximately 73.4% of professionals use AI at least occasionally, with nearly half of respondents using tools like chatbots and text summarizers daily or frequently to boost productivity.
In contrast, the "Slow Speed" reflects a significant "governance gap." A staggering 78.8% of organizations have no official AI policy, and only one institution reported having a formal document for responsible AI use. Despite this policy void, professionals maintain a high-stakes ethical mindset, prioritizing data privacy and content accuracy above all other concerns. To synchronize these speeds, 85% of the sector is calling for structured training and clear policy templates to move beyond informal "shadow adoption".

On 27,28 November in Brussel Reinforcing organized training for project participants in 3rd incubator call named “Responsible Digitalisation”. During the training we worked on improvement our project skills and connect with a new partners from Europe.
